Duhhh.

I was driving into Balboa Park via Laurel Street bridge at about 12:30 P.M. on April 13.I've been using that route for the past 26 years.I do volunteer work for the museums since I've retired.I'm 70 years old and I drive a Fiat electric car.As I was approaching the arches leading into the park I noticed a motorcycle officer standing next to a stopped car which was preventing traffic from moving into the park.He was conversing with the occupants of the car and using their camera to take photos of the steeple at the Museum of Man.This went on for about 2 or 3 minutes.He was smiling and being very hospitable with the occupants of the car however he was holding up traffic.There were at least 4 cars backed up (mine being number3 in line. The car behind me beeped his horn.Once the officer let traffic resume he asked me to pull over and issued me a ticket for exceeding the speed limit.I simply could not believe what was happening.Here was a man who was holding up traffic while taking photos for people whose car was blocking traffic for at least 2 or 3 minutes and singles me out of a line of cars to give a tick

Entrapment specialists, basically the physically unfit and farvas of every department are dumped here. Watch out on fifth and university on hillcrest they will take advantage of vehicles whom are forced to make illegal right turns due to obstructions preventing them from entering the intersection all are aware that a lot of intersections are confusing to the new residents of San Diego and can cause misjudgment or mistakes in traffic, instead of educating the driver on what they did wrong, there not willing to hear a word from you at all, making you feel like an absolute criminal. Officer J Perdue is a poorly educated person whom should be put on desk duty and relieved of his badge and gun, by the way I'm no longer giving a donation to the department or contributing anything longer as long they employ the trap artist.

Photography is not a crime.

This ticket is a lie. I turned from the center lane to the right upon flagging down the officer in his car in the right lane for me to get over he showed no signs of objection, then proceeds to pull me over. What he says to me is " I was gonna pull over the vehicle in front of me for the improper right turn but decided to pull you over instead". This makes no sense at all in fact it is profiling.
